Clarence Hines

Clarence Hines attended Roosevelt High School from 1984 to 1986, graduating in 1986. He attended Central High in 1982, but the school closed in June 1983. He attended Mehlville High School for the Fall semester of 1983, then transferred to Roosevelt. He played basketball during the 1984-85 and 1985-86 seasons, serving as Captain both seasons. He later married Julia Washington, a Roosevelt High graduate (Class of 1987) and Cheerleader Captain. They have two adult children.

After graduating from Roosevelt, Mr. Hines attended Meramec Community College, playing basketball one season. Mr. Hines then enlisted in the U.S. Navy, serving from 1988-1991, achieving the rank of Petty Officer 3rd Class (E-4).

Mr. Hines holds a B.A. degree in Applied Behavioral Science from National Louis University (2003) and a M.A. degree in Theological Studies from Covenant Theological Seminary (2012).

Mr. Hines joined the St. Louis Metropolitan Police Department in 1991. Among his assignments of note, he was an Instructor in the Police Academy and an officer in the Mobile Reserve Unit (a forerunner to the Hostage Response Team). Mr. Hines also worked as a Detective in the Violent Crimes Task Force which focused on repeat offenders of violent crimes. He served as a Detective in the Intelligence Division conducting complex, often covert investigations of organized crime. He served two tours in the Narcotics Division, one supervising the SCAT (Street Corner Apprehension Team) investigating and arresting street level drug dealers. Mr. Hines retired in 2012 after 21 years of service, holding the rank of Sergeant. He was the recipient of eight Chief’s Letter of Commendation and fourteen Awards of Excellence.

In 2012, Mr. Hines began a second career as a teacher in the Special School District of St. Louis County, teaching criminal justice classes at North County Technical High School. He retired in June 2022, after a ten-year career. During this time, Mr. Hines taught over two hundred students, 25%-30% went on to work in the criminal justice profession. Sixty percent of his students have graduated from four-year colleges.

Mr. Hines received several awards and honors for his classroom work. He received the Witherspoon Award in 2016 for his leadership and mentoring work. He was Special School District Teacher of the Year in 2019. He also received an Emerson Excellence in Teaching Award and Keys to the Classroom Award in 2019. In 2020, Mr. Hines was recognized as the Missouri Regional Teacher of the Year. In 2021, he was one of seven finalists for the Overall State of Missouri Teacher of the Year.

In 2007, Mr. Hines became an associate minister at Crossroads Christian Church, serving as a youth pastor. In 2015, Mr. Hines founded and currently serves as the Pastor of the Church of Adullam, 8962 Riverview, in North County. His wife, Julia, serves as First Lady. Pastor Hines serves the religious needs to the church’s 150 members. Among the services provided by the church, Pastor Hines and his members have monthly food and clothing drives in cooperation with the St. Louis Food Bank, providing those much-needed items to hundreds of people. The church also serves as a warming shelter to the unhoused during freezing weather. The City of Overland recognized the Church in 2016-17 with Community Service Awards for assisting with the Police Chief’s Food Pantry Drive within the Ritenour School District during Christmas. Pastor Hines’ church also provides financial support to a church in Kenya purchasing building supplies and musical instruments.

Since 2012, Pastor Hines has served as a volunteer Chaplain to the St. Louis Police
Department, aiding and supporting department employees, along with citizens experiencing a crisis, such as a victim of a violent crime. He is also a frequent guest columnist for The Gendarme, the official publication of the St. Louis Police Officer’s Association.

In 2014, Mr. Hines authored the book, “Faith Behind the Blue Wall: Finding God’s Love and Divine Purpose in Law Enforcement.” The book inspires police officers and others to lead a faith-based life.

In January 2023, Mr. Hines became Director of the St. Louis Metropolitan Police Department’s Police Academy where he has overall responsibility for the initial training of police recruits and continuing training of the department’s police officers.

As can be seen by Mr. Hines’ body of work over several different careers, he symbolizes what a true Rough Rider represents and is a credit to the Roosevelt High School community.
